CONSTRUCTION GUIDELINES

The City of Mansfield is committed to working with the Construction and Development Industry regarding Storm Water compliance issues. Sediments from construction sites can cause flooding, decrease fish populations and fill in lakes and ponds. Trash and Debris from construction sites can cause drainage system blockages leading to flooding and are unsightly. Other Pollutants entering our local waterways from construction site runoff can be harmful or deadly to aquatic life, and people who enter polluted waters. It is important the City and the Construction and Development Industry work together to identify proper practices to protect our waterways.

The Stormwater Manager is now reviewing most new building permits. The purpose of this review is to ensure a copy of the notice of intent or construction site notice has been submitted to the City for the project. Copies of the NOI or CSN can be downloaded by visiting the pages below. A SWPPP template has been developed for home builders and can be downloaded from that page.

Unregulated sites - Sites that disturb less than one acre and are not part of a larger common plan of development that will disturb more than 1 acre do not have permit requirements.

  • Small Sites - Sites that will disturb more than 1, but less than 5 acres, or are part of a common plan of development that will disturb more than 1 but less than 5 acres, are considered small construction sites.
  • Large Sites - Sites that will disturb more than 5 acres of land, or are part of a common plan of development that will disturb more than 5 acres, are considered large construction sites.
  • Home Builders - Homebuilders can find themselves in situations where they are building on unregulated, small or large construction sites. They must follow the guidelines for whatever site classification they are building in.
  • SWPPP - An acronym for Storm Water Pollution Prevention Plan. It is a plan that details the MEASURES and ACTIVITIES used on site to reduce the risk of Storm Water pollution from construction site runoff. The SWPPP is a fundamental part of the permitting process. Incomplete, inaccurate, ineffective and otherwise deficient SWPPPs can lead to fines!!
  • Design Criteria & iSWM - the North Central Texas Council of Governments developed the iSWM manual under guidance from the Public Works Council. The manuals are designed to present the construction industry and municipalities with guidance on how to integrate storm water pollution control with site design and development.
  • BMP Maintenance and Failures - Best management practices (BMPS) are the individual MEASURES and ACTIVITIES in the SWPPP designed to prevent or control runoff from construction sites. The SWPPP will include a list of BMPs used on the site, as well as identifying the inspection regime and locations.
