ENGINEERING DEPARTMENT
The Engineering Department oversees the design and construction of public works infrastructure relating to streets, drainage, water and sanitary sewer. The Department manages the Capital Improvements Programs for Streets, Water and Sewer and oversees infrastructure for development.
Engineering staff also provides the following services:
- Engineering and surveying support for other departments
- Plan preparation for minor public works projects
- Maintain record drawings and easements for public works infrastructure
- Review of building permits for public works concerns
- Coordinate utility relocations and ROW permits
- Right-of-way acquisition
- Coordinate with State and County officials
CAPITAL IMPROVEMENTS PROGRAM

Engineering staff manages the City's Street Capital Improvements Program (CIP) and the Water & Sewer CIP. The Street CIP consists of bond programs that the voters approve. The street projects approved for the 1996 bond program are currently being completed. The new $24.6 million street bond program approved by voters in Spring 2004 began in October 2004 and is planned over a five year period.
The Water and Sewer CIP is developed from the City's water and sewer master plans. Bond programs follow a one or two year cycle. Projects include water mains, sewer mains, elevated water storage tanks, and pump stations. Water treatment plant expansions are managed by the Director of Water Utilities.
There is not a prequalification process for contractors to bid CIP projects. However, the City will investigate a contractor's financial stability and ability to perform upon successful bid.
RESIDENTIAL & COMMERCIAL DEVELOPMENT

The Engineering Department oversees all public works infrastructure on private development projects. Staff reviews plans and inspects construction for streets, drainage, water and sewer. All building permits are reviewed by the Engineering Department for compliance with public works standards.
In accordance with the Subdivision Control Ordinance, financial surety must be submitted for all public infrastructure on development projects before a final plat will be recorded. Prior to beginning construction of public infrastructure the following must be submitted to the Project Manager:
- Executed copy of contract including itemized proposal for public infrastructure
- Performance and Payment Bonds naming the City of Mansfield "dual obligee" (if public infrastructure exceeds $25,000)
- Two-year 100% Maintenance Bond on City's form
- Inspection Fee in the amount of 3.25% of the public infrastructure cost
- Trench Safety Report prepared by a Texas Licensed Professional Engineer if required
The Engineering Department also inspects underground private fire lines in cooperation with the Fire Department. Permits for this work may be obtained from the Fire Marshal's office. Engineering staff also inspects private water and sewer systems for projects such as apartment complexes or office parks in cooperation with the Building Services Department.
ENGINEERING CONSTRUCTION INSPECTIONS
Engineering Construction Inspectors oversee field work for all public works infrastructure. Mansfield requires compliance with the North Central Texas Council of Governments (NCTCOG) "Standard Specifications for Public Works Construction".
However, the City of Mansfield "Standard Construction Details" contain many requirements that clarify or supercede the NCTCOG specifications. Additionally, for a detailed listing of materials testing policies, please see the "Material Testing Policy."
Erosion And Sediment Control Requirements
The erosion and sediment control program is managed by the Environmental Services department. Copies of the State stormwater permit, and other documents can be downloaded from the Construction Site pages. Drainage design guidance is currently listed in the Design Standards Policy Letter.
