CITY MANAGER'S OFFICE

The City of Mansfield operates under the council-manager form of government. As designated by the city charter, the City Manager is appointed by the Mayor and City Council and serves as the chief administrative officer for the city organization. He manages the day-to-day operations of the various city departments and staff, directing delivery of services and executing all city policies and ordinances. In addition, the City Manager and his staff guide all goals and strategies of the city operations including future city development and expansion of services.

Clayton Chandler
Clayton Chandler

Serving as the Mansfield City Manager for the last 23 years, Clayton Chandler brings expertise in both public and private sector management to the job of chief executive officer for the city. His vast knowledge of finance and fiscal management has guided the city to 15 straight years without a tax rate increase to Mansfield homeowners. Chandler manages the day-to-day operations of the city, reporting to the City Council and directing a management team of professionals.

Chandler previously worked in city government in South Carolina and Ohio before coming to Mansfield in 1984. He is a member of the International City Manager's Association (ICMA) and the Government Finance Officer's Association and the Government Finance Officer's Association of Texas.


EXECUTIVE TEAM

The city management team includes two long-time municipal government professionals, each with responsibility to manage specific departments within the city.

Assistant City Managers
Chris Burkett

Assistant City Manager Chris Burkett is a 24-year staff member with the City of Mansfield, serving first as Director of Public Works and Director of Planning and Development. Burkett, a professional engineer, is responsible for the Community Development Division of the city, which includes public works, engineering, streets and water utility operations. He is a graduate of University of Texas at Arlington and a member of the American Water Works Association and Texas Society of Professional Surveying.

Cathy Anderson

Assistant City Manager Cathy Anderson is a 14-year staff member with the City of Mansfield. She has also worked in Oklahoma City, Okla., and in Texas at the cities of Grand Prairie and Hurst. She has more than 26 years in city government. As the assistant city manager for the community services division, Anderson is responsible for the following departments: Human Resources, Economic Development, Parks & Recreation, Communications & Marketing and the library.

Anderson has a bachelor's degree and a master's degree from the University of North Texas. She received the Distinguished Alumni Award from the university in 1986. In 2003, she received the Linda Keithley Award from the North Central Texas Council of Governments, which annually recognizes an outstanding women in public management. She is a member of several state and national organizations related to her division responsibilities.
